If you must, any water soluble paint.
Any paint thats safe for children would be safe for animals. : ]
Um, I really wouldn't chance painting your cage yourself. The paint that goes on the bars of cages is a special powder paint which is obviously non toxic.
When I had hamsters, they continuously chewed and I understand where you are coming from, but I was never brave enough to attempt a paint job myself. If possible you should try to contact a cage dealer and send them a message.

get a new cage if its that tatty. but don't get one where the bars are coated with plastic as chins will chew that and it can make them poorly.
i wouldnt bother id leave them as they are
I would just leave the cage as it is. It may look a bit unsightly but at least it'll be safe for your creatures.
