Oil base or acrylic would be entirely up to you for sure. However, you will need to lightly sand or wire brush the pipe before painting....and when I say painting....I mean priming first. It will require a good coat of primer and then a finish coat or two depending upon how long you want to go without repainting again. The primer needs to be given several hours to dry before putting the finish coat on the pipe. You will need to remove as much rust as possible, lest the rust will come through in a short period of time. Good luck and God bless you....and Happy Painting
