After applying thousands of gallons of paint, I have experiences that enlightened me.
I use various ';nap'; lengths depending on the substrate. In your case I'd probably use no less than 3/4 inch nap, and a cover that states NON SHEDDING.
The only issue you'll likely encounter is using more paint,,,but coverage will be better than 3/8 '; or 1/2 ';
You don't state if the block is raw or already painted?
You may still have to use a brush for mortar lines or holes in the block?
You also don't state why you don't want to spray? It truly is a fast, easy, economical, safe way to apply paint, outdoors.

try a segregated roller cover. they work well on accoustic ceilings too.
If you buy a roller with a thick nap it gets into the holes and block joints easier
u want the nap not the roller....just tell the guy at the store what u want to paint and he will give u a thick nap roller.....
